ADULT FIRST CHECKS
DBS adult first checks are available through Care Check for people who work within a regulated environment with vulnerable adults.
This takes 24 hours to complete and checks against the adults’ barred list.
The requests carry strict criteria:
- The position must require a criminal record check by law
- The position must be eligible for access to the DBS adults’ barred list
- The organisation must have requested a check of the DBS adults’ barred list on the DBS application form
- There are two possible results:
- A NO MATCH EXISTS outcome is a clear result and permits an individual to start work supervised pending the check completion.
- A PLEASE WAIT TO VIEW CERTIFICATE result prevents an applicant from starting supervised work.
It must be noted that an adult first check is only part of the criminal record check process and a PLEASE WAIT response will mean that an organisation must wait for the DBS certificate due to an inconclusive result. The details provided MAY have a positive match on the adults’ barred list. The match looks at names and birth dates which have been barred and further investigation is needed to confirm so the organisation is not permitted to allow the applicant to work supervised pending check completion.
LIST 99 CHECK
List 99 is a confidential register of both men and women who have been barred against working with children by the Department of Education. It is maintained by the children’s safeguarding unit and contains the names, aliases, dates of birth and national insurance numbers of all those people who are forbidden to work with children in schools, social work and voluntary settings.
HOW ARE PEOPLE ADDED TO THE LIST?
All additions to the list will be added in discretion by the Secretary of State for Education. There are obvious automatic additions to the list, but also there is a broad range of reasons for barring people from schools and these include stealing and helping students to cheat in exams.
Adults who have committed a serious sexual offence against a child under the age of 16 after 1995 are automatically added onto the list. However, those convicted of possessing indecent images of children can only be automatically barred if convicted after 1st June 2003.

WHAT IS AN EXTERNAL ID VERIFICATION?
An external ID verification is required if an applicant cannot produce documentation from Group 1 and will be performed by Care Check at an extra cost of £12.00. It is not too dissimilar to a credit referencing check. The validation is carried out by confirming name and address information linked to details such as the electoral roll, utilities and loan accounts.
